Corporate guys going to Mexico (fishing trips or hunting birds) could just pay a bribe amount to the local yokels and not even be inspected if going to Mexico... Turbo-prop in the 80s was $50 and a jet (depending on what kind was around $75 for a Saber-liner) Mexico has been corrupt by western standards since before any of us alive today were born.
