I think it's an underappreciated aspect of history the technology race between criminal and law.
John Law had to utilize the telegraph to pursue entrained villains.
J. Edgar Hoover had to upgrade the FBI to Thompson sub-machine guns to keep up with the bad guys.
not long ago drug smugglers were using aircraft to bring product in. some guys would paradrop their cargo (and themselves) and let the plane crash. this gives us an idea of how much money was being made.
(the recent movie Cocaine Bear was loosely based on an incident in which a bruin came upon a duffel of snow hanging from a tree and ingested too much.)
I recall them using manned semi-submersibles back in the 1980s I think.
I guess aerial drones are the next step.
