How easy will it be to just wipe out a huge portion of the livestock, and only leave enough that the wealthy will be able to afford to buy it? They can then make it illegal for those not in the club to have ownership of any animal for human consumption.

Legislation is for folks who obey legislation. When they legislate so much that life is impossible if you follow the rules, I foresee a lot more rule-breakers coming to the fore.
For example, they can try to outlaw herds for all but the rich, but I foresee cattle rustling making a comeback when they do.
Where a will exists, a way will be made. To quote an old movie about dinosaurs, "life will find a way".
