Since it was purchased by Homeland Security Investigations (from whom??) my first thought is the device is for crowd control for those damn pesky protestors. Imagine a few hundred protestors suddenly vomiting all over the street. Similar devices were being prototyped back in the Bush era, but far as I know never came to be. The worst kind were the ones that went into personnel files and were used as part of the basis for determining promotion. The slightest defect, like a fleck on the EDGE of one's shoes, would detract from one's chances to be promoted. No kidding.
