Yeah! I'd like to have the battery that powers the device.

Since it was purchased by Homeland Security Investigations (from whom??) my first thought is the device is for crowd control for those damn pesky protestors. Imagine a few hundred protestors suddenly vomiting all over the street.


Similar devices were being prototyped back in the Bush era, but far as I know never came to be.

Major General Albert "Bert" Newton Stubblebine III was strongly influenced by Lieutenant Colonel Jim Channon's New Age-inspired First Earth Battalion Field Manual. Art Bell had Ed Dames on his show several times back in the late 90s.

Eldon Byrd on mind control, UFO abductees & contactees, electromagnetic weapons, communicating with dolphins, occult rituals in space program, Psychotronic weapons, DNA altering. He was a medical engineer for the Navy and investigated the Geller effect on the metal alloy nitinol.

In 1945, the company Central Research Laboratories was given the contract to develop a remote manipulator for the Argonne National Laboratory. The result was the Master-Slave Manipulator Mk. 8, which became the iconic remote manipulator seen in movies, such as the Andromeda Strain and THX 1138.

A lot of posing is done for those official photos.  The worst kind were the ones that went into personnel files and were used as part of the basis for determining promotion.  The slightest defect, like a fleck on the EDGE of one's shoes, would detract from one's chances to be promoted.  No kidding.
