I'm not absolutely sure what Trump is playing at with talks of new negotiations, but I can hazard a guess.
If I were running the show - I'm not, which all of the Iran supporters in the crowd should be thanking all of the 360 gods of the Ka'aba for - there would be NO actual negotiations. There would not even be the realistic possibility of unconditional surrender from the Mullah Regime. The ONLY option I would admit would be the entire destruction, dissolution, and replacement of that regime.
You see, you cannot trust people who have consistently lied in the past to uphold their end of negotiations. When they have demonstrated bad faith, then that is what I expect from them. Likewise, "unconditional" surrender just gives them a smoke screen to continue business as usual. The only way to ensure that they won't be developing or using their weapons is to end THEM, rather than the weapons. If they themselves cease to exist, then their use of any weapons at all becomes a moot point. It's the same mistake the anti 2nd Amendment folks in the US are making - they are trying to illegalize guns, but allowing the bad actors who use them (or anything else they get their hands on) for nefarious purposes to continue circulating freely.
That's a recipe for disaster. You don't end the implements, you end the bad actors. Then the implements just become so much scrap metal.
Now, one thing is sure. When you make a policy such as mine a matter of public record, the bad actors have no incentive to stop acting poorly. They will fight tooth and nail to the bitter end for survival, knowing that you aren't going to stop until they ARE ended. Offering them other carrots, such as the possibility of negotiations or surrender is a psychological ploy that weakens their resolve to go down with the ship... it allows them to think that possibly they won't have to, so they can live to fight another day.
MY way is a little more honest, and a little less duplicitous. It lets everyone know just where they stand... and I won't stop until they are no longer capable of raising a hand with a weapon in it ever again. That usually means dead.
Trump may be taking the other route. He may be offering the carrots in the hopes that once they think they can fill their bellies, they might relax just enough... and then he can hammer the absolute hell out of them when they relax a little..
I dunno, but I think that might be what he's up to. At least I hope so.
