Yes, and yes. This isn't the first time Russia has dabbled with deadly bugs, just like it's not the first rodeo to the US or China... or mankind in general, for that matter.

When that day comes, I believe that stealing bread from Russians will be the absolute least of our worries. Baking it, however, should be relatively easy with all the nuclear fireballs that will be floating around.

I would, too. There was a time when we could have turned Russia from an enemy to more or less an ally, rather than pushing them even deeper into the enemy camp... but the Bushes and Klintons screwed the pooch pretty badly on that one, so we get what we have today.
Had we done that instead, Russia would have been reliant on us rather than China, but instead we elected to create a mega monster of those two in combination, rather than give China a mega monster of their own to worry about. I believe, personally, that was done in order to maintain a "common foe" to keep the masses scared of, so that the Bushes and Klintons could maintain their iron grip on power.
Russia is a relatively poor country, for it's size. That's both a blessing and a curse - a blessing, because they've learned to do everything with nothing - an AK costs less than half what an AR does to produce, for example - and a curse because it leaves them at the mercy of whomever can foot their bills. Russia is like a kept woman in that regard.
Right now, it's China keeping her up instead of the US.
